About this opportunity

The Illinois Department of Transportation (IDOT) is soliciting bids on an as-needed HVAC maintenance and repair contract for Districts 4, 6, 7, 8, and 9 under a Small Business Set-Aside (SBSA) program, with bids due October 16, 2026. This is a restricted set-aside requiring bidders to be registered with the Illinois Small Business Set-Aside Program at the time bids close; awarded small businesses may subcontract no more than 49 percent of contract value to non-small-business firms.

The scope covers routine maintenance, emergency repairs, and minor alterations to heating, ventilating, air-conditioning, and chiller systems across 26 counties. Services include work on air handling units, boilers, pumps, heat exchangers, and rooftop units at various IDOT locations. The vendor must provide eight-hour response time for routine repairs and three-hour response time for emergency services, and must guarantee all work for one year free of defects.

The awardee must hold an active HVAC contractor license with a minimum of four years' experience, maintain current municipal, county, state, and federal licenses, be primarily engaged in HVAC services, maintain an office within three hours' drive time of service locations, and carry general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate. No subcontracting of labor is permitted. Prevailing wage and fringe benefits apply.

The contract term is from execution through December 31, 2027, with a maximum total term not to exceed ten years including renewals. Pricing is on a per-hour labor-rate basis established in the BidBuy Purchase Order and includes all labor, equipment, vehicles, and materials. A $15 administrative fee applies to awards of $1,000 or more, deducted from the first payment.

Awards will be made by grouping (Lines 1–7, 8–14, 15–17, 18–24, 25–31) to the lowest priced responsive and responsible bidder. Questions are due seven days before bid opening. Bid prices must remain firm for 180 days. Domestic-product preference applies unless U.S. manufacturing exceeds 12 percent or more in cost, quality concerns arise, or public interest applies. No bid or performance bond is required. All services must be performed in the United States.
