About this file

This is an Invitation for Bid offer form submitted to the State of Illinois Department of Transportation (IDOT) for as-needed HVAC services across IDOT Districts 4, 6, 7, 8, and 9 for Fiscal Year 2027, identified as solicitation B-53929. The document serves as a bidder's formal submission in response to the state's solicitation for maintenance and repair services at various IDOT locations. The form requires bidders to confirm compliance with all solicitation requirements, acknowledge that failure to meet requirements constitutes grounds for disqualification, and declare any exceptions to the standard terms and conditions that will govern the resulting contract.

The offer form includes provisions for bidders to claim applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference and Domestic Product Preference, with bidders required to submit supporting documentation such as affidavits or product designations as applicable. Bidders may take exception to standard terms and conditions by submitting a redline version of the State's Standard Terms and Conditions, which the State may accept or reject at its discretion. The document indicates this is a SBSA (Small Business Set-Aside) solicitation. All bidders must reference the solicitation document section A.1 for required documents and ensure complete submission to avoid disqualification. The Standard Terms and Conditions for any resulting contract are available through the Illinois Chief Procurement Office website.
