About this opportunity

The State of Illinois Department of Corrections (IDOC) is seeking a contractor to perform steam line repairs at the Pontiac Correctional Center in Lasalle County. The procurement involves removing approximately 350 feet of 4-inch main line steam piping and installing new piping in 10 to 20-foot flanged sections, along with one 4-inch Hyspan Model 3500-148.60 expansion joint and 2-inch fiberglass insulation for the entire line. The repairs are critical to address steam leaks causing cell flooding and power disruptions, and must be completed during heat shutdown periods. Contractors must be experienced in steam fitting or HVAC services and will be subject to security background checks, drug testing, and facility sign-in procedures. The work is to be performed during normal working hours (Monday through Friday, 7:00 a.m. to 3:00 p.m., excluding holidays) under the coordination of the IDOC Chief Engineer. The contract term will commence upon final execution and continue through June 30, 2026, with a due date for proposals of October 31, 2025.

The procurement appears to be open to all qualified vendors without specific set-aside designations. Contractors must maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law. Prevailing wage requirements will apply to this contract. Subcontracting is not permitted, and all equipment, parts, and materials must be compatible with existing facility systems. While a specific budget range is not explicitly stated, the contract is being processed as a Small Purchase through BidBuy. Vendors will need to submit invoices to the Pontiac Correctional Center Business Office upon completion, with itemization by service date, location, and type. Travel time and expenses are not reimbursable, and vendors must comply with the Standard Illinois Certifications, which include numerous legal and ethical compliance requirements.

Opportunity text

We are needing these repairs completed before the heat gets turned on for the winter. When ComTech was at the facility repairing steam leaks in North and South cell house tunnels, it was discovered that more repairs needed completed in the South Cell house tunnels in order to stop the cell leaks and power tripping off.
