About this opportunity

The Illinois Department of Corrections (IDOC) issued an Invitation for Bid (IFB) for the procurement of uniform coats for security staff at correctional facilities statewide and the IDOC Training Academy. The contract will be a three-year term agreement to purchase the coats on an as-needed basis. Bidders must provide samples of the proposed coats, which must meet detailed specifications including color, fabric, removable lining, pockets, and other features. Delivery of standard sized coats must occur within 15 calendar days of order receipt. The IFB indicates there is no renewal option, and the total term of the contract cannot exceed 10 years. Bidders must provide unit pricing for standard and non-standard sized coats, and price adjustments during the contract term are allowed based on the Producer Price Index. The contract will be awarded to the lowest responsive and responsible bidder.

The IFB contains a Small Business Set-Aside and allows for a Veteran Small Business participation preference if the bid is within 10% of the lowest bid. Subcontractors may be used for this contract. The previous contract was awarded to Silk Screen Express, with a pricing of $172 per coat, which included the application of a patch on the left sleeve, though the application of a patch is not required under the current solicitation. The current contract was awarded to Elbeco Incorporated for an initial term of 36 months, with no available renewal options, and an award amount of $526,350.
