About this opportunity
The Illinois Department of Corrections (IDOC) Graham Correctional Center is conducting an Invitation for Bid (IFB) solicitation (Number 26-426DOC-GRAHA-B-50152) to procure materials for the manufacture of standard-issue mattresses and pillows for individuals in custody across all IDOC facilities. The required deliverables include 36,000 pillow inserts (20" x 26"), 39,000 airstring fiber mattress cores (3" x 30" x 76"), 2,700 poly-foam mattress cores (6" x 30" x 76"), 37,500 yards of mattress ticking vinyl, 78,000 yards of ClearView RK fabric, and 6,600 yards of Correct Tick fabric. All materials must meet detailed technical specifications including flame resistance, antimicrobial properties, tear strength, and fluid resistance standards. The contract term is three years, with deliveries required within 30 days of purchase order receipt to the Graham Correctional Center ICI Warehouse in Hillsboro, Illinois, Monday through Friday between 8:00 a.m. and 1:00 p.m. Central Standard Time only. Vendors must submit full-size samples (minimum 36" x 36") of mattress and pillow cores and covering materials prior to bid award for approval and RF heat sealing compatibility testing. Bids must be submitted electronically through BidBuy with all required documents including Vendor Disclosure, Offer to the State of Illinois, and Business Enterprise Program/Veterans Small Business Program Utilization Plans by the bid opening date of December 18, 2025. The State will award the contract to the lowest priced responsive and responsible bidder, with bids remaining firm for 90 days from opening. Vendors must carry General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 Annual Aggregate, along with Auto Liability and Workers' Compensation Insurance, and must be registered in BidBuy prior to contract execution.
This procurement contains no identified set-asides for minority-owned, women-owned, veteran-owned, or disadvantaged business enterprises; however, bidders are encouraged to consider hiring qualified veterans and Illinois residents discharged from Illinois adult correctional centers. The Illinois Procurement Code provides procurement preferences available to eligible bidders, including Illinois Business Preference and Domestic Product Preference, which must be claimed through completion of required affidavits or designation in the bid submission. Subcontracting is permitted for entities with annual values exceeding $100,000, subject to State approval and provision of financial disclosures. No incumbent vendor information is provided in the solicitation materials. Pricing must be submitted as FOB Destination with no additional fees for shipping, handling, or fuel surcharges, and a $15 administrative fee will be deducted from the first check issued to any vendor awarded a contract valued at $1,000 or more. The contract is subject to the Illinois Procurement Code and State Prompt Payment Act, with payment invoices due by July 31 following the contract year. The solicitation does not specify an estimated contract value or budget range; however, the estimated quantities of materials provide the basis for pricing calculations.
