About this opportunity
The Illinois Department of Corrections (IDOC) has issued a Request for Quote (RFQ) for fire alarm system repairs at the Kewanee Life Skills Re-Entry Center. This one-time engagement solicitation seeks a certified vendor to repair and replace deficiencies in the existing fire alarm safety system to bring it into full compliance. The scope of work includes repairing communication networks for five alarm panels across separate buildings, replacing approximately seven failing batteries, programming two heat detectors, replacing panel communication faults for fan shutdown in Housing Units 4, 5, and 6, replacing a relay on Housing Unit 6 Mezzanine, and replacing or repairing LCD screens and strobe/heat detectors in various buildings. All work must be performed by certified technicians and includes labor, materials, equipment, and tools. A mandatory pre-bid conference and site visit is scheduled for May 20, 2026 at 10:00 a.m., with bidder registration required by May 19, 2026 at 2:00 p.m. via email to Thomas.Ryan@illinois.gov or Sheri.Nolan@illinois.gov. Bids must be submitted by May 29, 2026 at 10:00 a.m., with completion of all work required by September 30, 2026. Work must be performed Monday through Friday from 7:30 a.m. to 3:00 p.m., excluding holidays. The contract will be awarded to the responsive and responsible vendor offering the lowest price, with vendor bids remaining firm for 120 days from opening.
Vendors must meet specific qualification requirements including prevailing wage compliance in accordance with the Illinois Department of Labor, General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability insurance of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law. All vendor personnel are subject to background investigations, including drug screening, and must comply with security protocols at the correctional facility. Subcontracting is not permitted for this engagement. Vendors must demonstrate compliance with Standard Illinois Certifications (V.26.2) and all applicable standard terms and conditions governing state contracts. The vendor is responsible for all transportation and delivery costs on an FOB Destination basis, and travel time and expenses are not reimbursable. The specific maximum contract amount has not been disclosed in the solicitation materials and will be entered by the State prior to contract execution; pricing is estimated rather than firm based on vendor proposals.
