About this file
This is Amendment 1 to a Request for Quote issued by the Illinois Department of Corrections (IDOC) for fire alarm system repairs at the Kewanee Life Skills Re-Entry Center. The amendment provides vendor responses to pre-bid conference questions regarding the scope and condition of the existing fire alarm safety system. An inspection was completed on October 15, 2025, identifying multiple deficiencies requiring repair and replacement across five fire alarm panels distributed throughout the facility. The work includes troubleshooting communication network failures between panels and remote annunciators, replacing failed batteries in the main building and Housing Units 1, 2, and 3, programming heat detectors in the Security Building, addressing communication faults and fan shutdown relay replacement in Housing Units 4, 5, and 6, replacing a burned-out LCD screen on the Housing Units 1, 2, and 3 panel, and replacing failed strobe and heat detectors in Housing Unit 2. The amendment confirms that control panels are not currently communicating despite having functioned previously, and that fiber optics infrastructure is in place and has been tested as acceptable. A mandatory pre-bid conference and site visit is scheduled for May 20, 2026, with bids due by May 29, 2026, and all work completion required by September 30, 2026.
All work must be performed by EST-certified technicians during business hours (Monday through Friday, 7:30 a.m. to 3:00 p.m., excluding holidays) and includes labor, materials, equipment, and tools. Vendors must comply with prevailing wage requirements per the Illinois Department of Labor, maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability insurance of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law. All vendor personnel are subject to background investigations including drug screening and must comply with facility security protocols. Subcontracting is not permitted. The contract will be awarded to the responsive and responsible vendor offering the lowest price, with vendor bids remaining firm for 120 days from opening. The vendor is responsible for all transportation and delivery costs on an FOB Destination basis, with travel time and expenses not reimbursable. The specific maximum contract amount has not been disclosed and will be entered by the State prior to contract execution.
