About this opportunity

The Illinois Department of Corrections, through Centralia Correctional Center, is procuring 15,000 yards of 7.5-ounce Kelly Green Twill fabric to be utilized in the manufacturing of jumpsuits and coats for individuals in custody. The fabric must comply with detailed ASTM specifications, including a fiber composition of 65% polyester and 35% cotton, specific weight and thread count requirements, and performance characteristics such as colorfastness, shrinkage resistance, breaking strength, and tear ratings. The material must be delivered in rolls of 125 to 150 yards with a 64-inch cuttable width on 2-inch cores. This is a one-time procurement rather than a recurring order, with delivery required by June 30, 2026, and delivery to be made F.O.B. Destination to Centralia Correctional Center at 9330 Shattuc Road, Centralia, Illinois 62801, during operational hours of Monday through Friday, 7:30 a.m. to 2:30 p.m. The solicitation was posted on March 25, 2026, with a bid due date of March 31, 2026. Fabric samples are not required at the time of bid submission; however, the awarded vendor must provide a sample for facility approval prior to shipment of the full order. The winning vendor must be registered in BidBuy before contract execution and must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability insurance of $1,000,000 per occurrence, and Worker's Compensation insurance as required by law.

The procurement was originally designated as a Small Business Set-Aside Program opportunity, with ten qualified small businesses solicited. However, an approved waiver of the Small Business Set-Aside Program was granted on March 17, 2026, due to pricing constraints; the lowest small business bid received was $28,500, which exceeded the pre-established estimate of $22,500 by $6,000, resulting in the waiver allowing the procurement to proceed beyond the small business vendor pool. The estimated procurement value is $22,500, classified under NIGP code 850-24. Subcontracting is not permitted under this contract. All supplies must conform to specifications, be of merchantable quality with good workmanship, and be free from defects for twelve months. The State of Illinois retains sole and exclusive ownership of all work product and supplies. The contract is subject to availability of appropriations and may be terminated by the State for convenience with thirty days' written notice or for cause immediately upon notice. Vendors awarded contracts of $1,000 or more are subject to a $15 Minority Contractor Initiative fee deducted from the first payment, and all bidders must complete and submit a Taxpayer Identification form as part of the contracting compliance requirements.
