About this opportunity

The Illinois Department of Natural Resources (IDNR) is procuring pheasant feed through an Invitation for Bid (IFB) process for its three Wildlife Propagation Centers located in Lincoln, Wilmington, and Mt. Vernon. The IDNR requires a 12-month supply of starter, grower, maintenance, and breeder feed to be delivered on an as-needed basis to support its Controlled Pheasant Hunting Program. Vendors must be able to deliver approximately 24 tons per load within 10 days of receiving an order and meet strict nutritional and ingredient specifications for the different feed formulas. The contract term is for 12 months, beginning March 1, 2024, or upon final signature, whichever is later, with no renewal options mentioned. Pricing under this contract is estimated rather than firm, and vendors may bid on any or all of the three center locations.

There are no small, minority, women-owned, or veteran-owned business set-asides for this solicitation. The IDNR may award to a single vendor per center location. The incumbent vendor is not identified, and the total contract value is not provided. However, the previous 2023 pheasant feed contract was awarded to Pike Feeds, Inc. in the amount of $344,574. Funding for this contract may include federal sources, in which case the percentage of federal funding will be disclosed upon notice of intent to award.
