About this opportunity
The Illinois Department of Natural Resources is soliciting quotations for large-format plotters and lamination equipment with a due date of June 1, 2026. The procurement is unrestricted and permits "or equal" submissions; brand names are used to describe desired quality standards and are not intended to restrict competition.
The scope includes five 36-inch plotters, five 36-inch print/copy/scan multifunction devices, one large production plotter with media widths up to 64 inches, and one laminator for D-size media. All equipment must be new, unused, and free from defects. Technical requirements include print speeds of 90 D-size 24" × 36" prints per hour for standard plotters, resolution to 2400 × 1200 optimized dpi, Gigabit Ethernet and Wi-Fi 802.11b/g/n connectivity, and media handling from 8.3 × 11 inches to 64-inch rolls depending on device type. Bidders must submit product literature with quotations.
Delivery is required by June 30, 2026, to One Natural Resources Way, Springfield, Illinois 62702. All shipping costs are included in the bid price; delivery terms are F.O.B. The procurement objective is to distribute plotting capability throughout the state, enabling remote offices and field staff to produce large-format scale maps, drawings, and plans in-house without outsourcing or requiring staff travel.
Vendors must comply with 33 mandatory Illinois state certifications covering legal entity status, drug-free workplace standards, environmental compliance, equal employment opportunity, cybersecurity clearance, and prohibitions against collusion and bribery. Standard Illinois contract terms apply, including $1,000,000 general commercial liability insurance naming the State as additionally insured, worker's compensation insurance as required by law, and compliance with prevailing wage requirements where applicable. The contract is contingent upon appropriation of funds and subject to termination for convenience with thirty days' notice.
