About this opportunity
The University of Minnesota is requesting proposals for tunnel repair and renewal work on the ICES Tunnel, with proposals due July 27, 2026.
The scope addresses water infiltration and structural deterioration in the approximately 2,900-foot tunnel, which houses steam pipelines, coal conveyor, electric power lines, steel support structures, fire sprinkler lines, and abandoned electrical conduit. The concrete-floored tunnel has an exposed-bedrock roof with bolted wire mesh. Work includes removal of existing roof and water-control materials; placement of new rockbolts, shotcrete, and drainage material in specified locations; temporary removal of existing elements; and removal of abandoned electrical conduit.
The RFP document (429 KB, posted July 10) contains the detailed scope and submission requirements. Additional specifics regarding estimated value, contract term, performance timeline, evaluation criteria, set-asides or preferences, and required qualifications are contained in the attached RFP.
Opportunity text
The ICES Tunnel at the University of Minnesota is approximately 2,900 feet long, and contains steam pipe lines, coal conveyor, electric power lines, steel support structure, fire sprinkler lines, and abandoned electric power lines. The tunnel is constructed of concrete floors and walls. The majority of the roof of the tunnel is exposed bedrock, with boltedon wire mesh to prevent rock debris from falling. Over the years, water infiltration in the tunnel has caused deterioration of the support steel piping within the tunnel sections as well as significant mineral build ups. This Project aims to address the most significant areas of concern. Work will include: removal of existing roof and water control materials; placement of new rockbolts, shotcrete, and drainage material in specific locations; temporary removal of existing elements to make room for the new materials, and removal of existing abandoned electrical conduit.
