About this opportunity
The Pinellas County School District is soliciting sealed electronic bids for ice maker cleaning and sanitation services through a Request for Quotation (RFQ) process conducted via the District's OpenGov Procurement portal. The procurement seeks routine cleaning, sanitization, and water filter changes for ice makers located at approximately 121 school locations throughout the district, with service requirements including cleaning of various equipment brands (Manitowoc, Scotsman, and Ice-o-Matic), 3-4 hours per location, before and after photographic documentation, proper filter dating, and a 14-day warranty on workmanship with 24-hour correction of deficiencies. Bidders must demonstrate five years of prior experience in ice maker sanitation services, maintain a valid business license, provide four customer references, submit E-Verify compliance documentation, carry comprehensive liability insurance including workers' compensation coverage, obtain Level 2 background clearance under Florida's Jessica Lunsford Act at the vendor's expense for personnel accessing school grounds during student presence, and certify debarment status and drug-free workplace compliance. The contract runs from June 10, 2026, through June 9, 2027, with renewal options for four additional one-year periods by mutual consent and the District's unilateral right to extend for up to three additional thirty-day periods. Questions and clarification requests must be submitted by April 16, 2026, with quotations due electronically no later than 3:00 p.m. on April 30, 2026, with anticipated Board approval on June 9, 2026. The District will award the entire contract on an all-or-none basis to the lowest responsive and responsible bidder, requiring pricing for all 121 locations, with all costs including labor, materials, nickel-safe cleaning products, equipment, travel, and applicable fees or taxes incorporated into the bid price.
The solicitation contains no stated set-asides for disadvantaged enterprises or restrictions limiting bidder eligibility based on organization type. Water filters are supplied by the District at no charge to the contractor, available for pickup from the Walter Pownall Services Center warehouse in Largo, Florida, during regular business hours (Monday-Friday, 7:00 a.m. to 2:00 p.m.), with the vendor required to install District-supplied filters at no additional charge. Bidders must submit a written service schedule documenting date, time, and location for each visit with a minimum of 48 hours' advance notice via email to designated PCSB contacts, and all pricing submissions must be accompanied by evidence of required insurance coverage including General Liability ($1,000,000 per occurrence/$2,000,000 general aggregate minimum), Automotive Liability ($300,000 Combined Single Limit), and Workers' Compensation at statutory limits with specific Employer's Liability coverage requirements. The estimated contract value is approximately $45,000 for the initial one-year term, excluding renewal options, with price escalation permitted at renewal periods not to exceed the previous year's Consumer Price Index for All Urban Consumers percentage change upon 60 days' written notice. No subcontracting is permitted under this contract, and the District reserves the right to add or delete service locations and conduct spot checks of scheduled service locations to verify service completion and quality.
