About this opportunity
The New York State Office of Mental Health (OMH) is seeking a contractor to provide comprehensive ice machine descaling, cleaning, and maintenance services for the Central New York Psychiatric Center and STARC Oakview. The procurement is an Invitation for Bid (IFB) No. 25-016 covering 22 ice machines located throughout two patient and resident facilities, requiring quarterly preventative maintenance inspections, cleaning, descaling, and sanitation. Key deliverables include using provided checklists, supplying cleaning agents, coordinating service times to avoid disrupting patient mealtimes, and obtaining prior approval for any necessary repairs. The contract will run from September 1, 2025, to August 31, 2030, with a five-year term. Bidders must adhere to NYS Department of Labor Prevailing Wage requirements and submit various documentation including a Solicitation Cover Sheet, Bid Quote Sheet, Non-Collusive Bidding Certification, and Vendor Responsibility Questionnaire. The bid submission deadline is June 26, 2025, at 3:00 PM EST, with questions accepted until May 30, 2025, and official answers distributed by June 6, 2025. The contract will be awarded to the responsible and responsive bidder offering the lowest total bid amount who meets all minimum mandatory requirements.
The solicitation has no specific set-aside designations, with 0% goals for Service-Disabled Veteran-Owned, Minority-Owned, Women-Owned, and Disadvantaged Business enterprises. Stephen S Starr Mechanical Corp is listed as a business that has been awarded an identical or substantially similar contract within the past five years, potentially indicating an incumbent or previous service provider. The facility will maintain the existing water filtration systems, with the contractor solely responsible for cleaning and maintenance of the ice machines. While no specific budget range is explicitly stated, the contract requires fixed pricing for the entire five-year term, with no allowances for travel reimbursement or price escalation. Bidders must provide proof of Workers' Compensation and Disability Benefits Insurance and comply with background check requirements for personnel working in OMH-operated facilities. The contract covers facilities serving 400-500 patients and residents, suggesting a comprehensive and critical service requirement for the healthcare facilities.

The facility currently has 22 ice machines that require quarterly preventative maintenance inspections, cleaning, descaling and sanitation. The FACILITY is responsible for the filter changes. This contract must adhere to NYS DOL Prevailing Wage requirements. The time of cleanings will be coordinated between the CONTRACTOR and FACILITY so there is no disruption to the mealtimes of patients and residents.
