About this opportunity

The Colorado Department of Corrections is requesting quotes for ice cream, yogurt, and cottage cheese delivery to six correctional facility warehouse locations, with quotes due June 30, 2026 by 4:00 p.m. via bidnetdirect.com/cdoc and written inquiries due June 24, 2026 by 4:00 p.m.

All products must carry kosher certification using only approved symbols listed in Attachment 3 and must meet USDA Grade Shield Standards. Cottage cheese must be kosher-certified Grade A small sweet curd, 2% low fat, delivered in five-pound resealable plastic containers with a minimum order quantity of 3,000 tubs and approximately 30,000 units total for the contract term. Low-fat yogurt must be kosher-certified, gluten-free, available in 6-ounce single-serving sizes with 12 units per case, include live active yogurt cultures, contain less than 12 grams of added sugar per serving, and exclude high fructose corn syrup. Vendors must provide complete nutrient and ingredient lists and submit brand names and item numbers for approval. Products will be delivered to Arkansas Valley Correctional Facility, Buena Vista Correctional Complex, Canon City Central Warehouse, Denver Women's Correctional Facility, Limon Correctional Facility, and Sterling Correctional Facility on weekly or bi-weekly schedules.

The contract term runs July 1, 2026 through June 30, 2027. Pricing must remain firm throughout and must be fully inclusive of all delivery, shipping, and associated costs; no additional charges may be passed to CDOC. Price and cost are the primary award criteria, though sample quality and delivery lead time may be evaluated. A notice of intent to award is estimated for July 1, 2026, with purchase order execution anticipated for July 7, 2026.

Vendors must register with the State VSS (Vendor Self-Service) system prior to bid submission, complete a W-9, provide proof of good standing with the Colorado Secretary of State, register in CORE, and complete CDOC Enhanced Criminal Background Investigation within 30 days of award. All contractor personnel delivering goods or accessing facilities must pass criminal history checks, background screenings, fingerprinting, and drug testing. Failure to deliver on three separate occasions within agreed timeframes may result in three-year or indefinite disqualification from future CDOC foodservice solicitations. Vendors must maintain Workers Compensation, Commercial General Liability ($1 million per occurrence), and Protected Information Insurance ($1 million per occurrence / $2 million aggregate) with A.M. Best "A" or better carriers, and must name the State as additional insured on general liability policies.
