About this opportunity
The Housing Authority of the City of Camden (HACC) is soliciting bids on residential unit rehabilitation services for 42 units across four public housing developments under IDIQ Contract 26-24, with bids due October 14, 2026 and a mandatory pre-bid meeting and site visit on September 29, 2026 at 9:30 a.m. This is a federally funded project subject to Davis Bacon wage rates and HUD Section 3 hiring requirements.
Eligible bidders must be qualified, licensed, and insured contractors with a minimum of three years' experience in residential unit renovations. The scope encompasses general construction, painting, carpentry, cleaning, plumbing, mechanical, and electrical services across Baldwin's Run I (9 units), Baldwin's Run II (9 units), Chelton Terrace Phase II (9 units), and Kennedy Tower (15 units) in Camden. Contractors must secure all necessary permits and comply with applicable building codes.
The contract period is 180 calendar days from Notice to Proceed, with work completion required within that timeframe. Liquidated damages are assessed at $500 per day for delays beyond the completion date. Bidders must submit pricing on a unit basis using Davis Bacon wage rates applicable to Camden County. The HACC reserves the right to make multiple awards to different contractors.
Bid surety requirements include a bid guarantee of 10 percent of the total bid amount (not to exceed $20,000) and a Performance Bond equal to 100 percent of the contract value. Contractors must provide Commercial General Liability coverage of $2 million, Excess Umbrella Liability of $4 million, Workers Compensation Insurance, and list the HACC as an additional insured. Award goes to the lowest responsible bidder subject to HACC acceptance and approval of all required documentation. Questions are due October 2, 2026 at 2:00 p.m.
