Key submission dates include February 9, 2024, at 2:00 PM for questions, and February 16, 2024, at 2:00 PM for bid submissions. Contractors are advised to carefully review the County's terms and conditions, insurance requirements, and model contract, and must be prepared to provide all required documentation within seven days of award recommendation.
The County of Orange has implemented two preference policies to encourage participation by local small businesses and disabled veteran business enterprises (OCLSB and DVBE). Interested vendors must register on OpenGov Procurement and follow the outlined process for OCLSB and DVBE participation. The contract has a total value not to exceed $34,595.00, with annual pricing to be determined. Price increases are prohibited during the first contract year, and any subsequent increases require 180 days' advance written notice with documented proof of cost escalation. Contractors must comply with prevailing wage requirements for work performed on County property, as outlined in the attached Orange County District Attorney's Public Work Unit documentation. The awarded contractor will be required to sign a contract in accordance with the Corporations Code, provide comprehensive insurance documentation, and commit to a 24-hour response time for fault reporting and correction. The contract term is set for five years, beginning March 1, 2024, and ending February 28, 2029.
