About this opportunity

The City of Phoenix Public Works Department is requesting sealed offers for hydraulic lifts, transport trailers, and facilities and warehouse utility equipment under a five-year contract commencing December 1, 2026, with offers due October 6, 2026 at 11:00 a.m.

Contractors must be authorized dealers of the manufacturers being offered and demonstrate a minimum of two years in operation providing the specified goods or services. A non-mandatory pre-offer conference is scheduled for September 9, 2026 at 11:30 a.m. via Microsoft Teams. Written inquiries are due September 22, 2026 at 10:00 a.m. Electronic submission through the City's Procurement Portal at https://procurement.opengov.com/portal/phoenix/projects/226948 is required.

The scope encompasses three primary categories: hydraulic lift equipment (material or personnel type), transport trailers with a maximum GVWR of 80,000 pounds, and facility and warehouse utility equipment including forklifts, manlifts, scissor lifts, carts, and landscape equipment plus parts and accessories. The City reserves the right to award multiple contracts or by individual line items. All equipment must comply with Arizona and Federal Motor Vehicle laws, OSHA, EPA, FMVSS, and ICA regulations.

Evaluation criteria are weighted equally at 20 percent each: experience, capacity, customization capabilities, location of service and repair facilities, and discounts offered — all evaluated on a pass/fail basis. The awardee must maintain a local dealership in the Phoenix metropolitan area, provide quotations within seven days of City request, supply dedicated customer service with guaranteed 24-business-hour response time for warranty work, and deliver comprehensive operator-level and maintenance training to City technicians. Pricing will be submitted on a per-unit basis at F.O.B. destination unless otherwise specified. All offers must be firm and fixed for 180 days from the solicitation opening date.

Upon recommended award notification, the contractor must submit a complete certificate of insurance meeting minimum coverage requirements within 14 calendar days. The City Attorney's supplemental terms and conditions applicable to all Airport agreements, including nondiscrimination and civil rights requirements under Title VI, the Americans with Disabilities Act, and FAA grant assurances, are incorporated into the contract.
