About this opportunity

The City of Phoenix Water Services Department is seeking a contractor for Hydraulic Coupling Equipment Service through Invitation for Bid (IFB-26-0036), specifically targeting maintenance, service, and repair of Oil Quick Hydraulic Coupling Systems for their Water Distribution Division's 32 backhoes. The procurement requires a contractor located in the greater Phoenix area who is an authorized repair provider of Oil Quick Systems, capable of performing maintenance and repair services both at their local facility and on-site at Water Services Department locations. A pre-offer conference is scheduled for June 30, 2025, at 10:00am via Webex, with written inquiries due by July 3, 2025, at 2:00pm. The final offer is due on July 15, 2025, at 2:00pm, with a proposed contract term of five years commencing on or about September 1, 2025. The bid includes comprehensive pricing for field service labor, travel time, truck charges, and a detailed list of 36 line items for hydraulic coupling components and accessories, with an annual estimated quantity of 32 units per item.

The solicitation emphasizes non-discrimination and compliance with federal civil rights statutes, including provisions for disadvantaged business enterprise participation. Contractors must adhere to strict workplace safety standards, particularly heat-related illness prevention for outdoor workers, which includes maintaining detailed heat safety plans, providing drinking water, allowing regular breaks, and ensuring shaded or air-conditioned areas. While no specific set-aside designations are explicitly stated, the bid requires contractors to comply with equal employment opportunity requirements and immigration laws. The pricing structure allows for potential price adjustments after the initial one-year period, subject to City approval and documentation. Although a specific contract value is not mentioned, the comprehensive nature of the services and the multi-year contract suggest a substantial procurement opportunity for a qualified hydraulic coupling equipment service provider.
