About this opportunity
The Hawaii State Department of Education is requesting bids on eight hybrid vehicles (2026 or 2027 model year Hyundai Sonata Hybrid, Honda Accord Sport Hybrid, or equal) for its Driver Education Program across Oahu, Hawaii island, and Kauai, with bids due September 4, 2026 at 4:30 p.m. Hawaii Standard Time and delivery required by January 31, 2027.
Vehicles must be new 4-door mid-size sedans equipped with minimum 4-cylinder 1.6-liter engines, dual brake capability for instructor use, backup camera and audible detection systems, and five-year or 50,000-mile powertrain manufacturer warranty. Delivery locations are five schools on Oahu (James B. Castle, Kalaheo, Leilehua, Mililani, and Waialua High and Intermediate), two on Hawaii island (Keaau and Waiakea), and one on Kauai (Kapaa). The solicitation is divided into three geographic groups — Group A (Oahu, five vehicles), Group B (Hawaii island, two vehicles), and Group C (Kauai, one vehicle) — and offerors may bid on individual groups but must offer all items within a group to qualify for that group's award.
Bidders must be manufacturer-authorized distributors or dealers holding current Hawaii motor vehicle dealer licenses under HRS Chapter 437, maintain an established Hawaii office open during regular business hours, and operate authorized service facilities on each island with at least one manufacturer-trained technician and parts inventory. A Hawaii-based point of contact must be designated and available during regular business hours. Prior to contract execution, the awarded contractor must demonstrate compliance with Hawaii tax, employment security, workers' compensation, and temporary disability insurance laws, and provide a Certificate of Vendor Compliance or Certificate of Good Standing. Commercial general liability insurance of $2 million aggregate and $1 million per occurrence, plus automobile liability insurance of $1 million per accident, must be maintained throughout the contract term.
All bid prices are all-inclusive, covering labor, equipment, materials, transportation, delivery, overhead, profit, and applicable taxes. Award will be made to the responsive and responsible offeror submitting the lowest total sum bid price per group within sixty calendar days after bid closing. Bids must be submitted electronically through the Hawaii eProcurement System (HIePRO); hard copies of original offer pages must be submitted to the Procurement and Contracts Branch within five working days of bid closing.
