About this file
This is Addendum A to Invitation for Bids (IFB) D27-032 issued by the Hawaii State Department of Education Procurement and Contracts Branch on August 27, 2026, regarding the furnishing and delivery of hybrid vehicles for the HIDOE Driver Education Program on the islands of Oahu, Hawaii, and Kauai. The solicitation requests eight hybrid vehicles (2026 or 2027 model year Hyundai Sonata Hybrid, Honda Accord Sport Hybrid, or equal) divided into three geographic groups: Group A (five vehicles for Oahu), Group B (two vehicles for Hawaii island), and Group C (one vehicle for Kauai). Bids are due September 4, 2026 at 4:30 p.m. Hawaii Standard Time, with delivery required by January 31, 2027. Vehicles must be new 4-door mid-size sedans with minimum 4-cylinder 1.6-liter engines, dual brake capability for instructor use, backup cameras, audible detection systems, and five-year or 50,000-mile powertrain manufacturer warranties. Award will be made within sixty calendar days after bid closing to the responsive and responsible offeror submitting the lowest total sum bid price per group.
This addendum specifically modifies the technical specifications on Page S-2 by removing the requirement for complete factory repair manuals from the accessories list. The revised accessories specification now requires only an operator's manual, windshield tint across the top four inches in compliance with Hawaii Window Tinting Laws, standard anti-corrosion treatment or rust proofing including undercoating, conventional bumpers, and two sets of car keys. All bid prices are all-inclusive, covering labor, equipment, materials, transportation, delivery, overhead, profit, and applicable taxes. Qualified bidders must be manufacturer-authorized distributors or dealers holding current Hawaii motor vehicle dealer licenses, maintain an established Hawaii office open during regular business hours, and operate authorized service facilities on each island with at least one manufacturer-trained technician and parts inventory. Prior to contract execution, awarded contractors must demonstrate compliance with Hawaii tax, employment security, workers' compensation, and temporary disability insurance laws and provide appropriate certificates of compliance. Commercial general liability insurance of $2 million aggregate and $1 million per occurrence, plus automobile liability insurance of $1 million per accident, must be maintained throughout the contract term.
