About this opportunity

The State of Hawaii Department of Transportation Highways Division is soliciting bids for pavement marking repairs on the Island of Oahu on an as-needed basis under requirement contract HWY-OM-2027-36, with proposals due September 10, 2026 at 2:00 p.m. HST. Bidders must hold a valid State of Hawaii General Engineering "A" or Specialty Contractors "C-3," "C-3a," or "C-33" license and maintain an office on the Island of Oahu — eligibility filters that narrow the competitive field to locally established firms.

The scope consists of pavement marking repairs (excluding new or initial marking construction) throughout Oahu to maintain public roadway safety and usability. Contractors must respond to repair requests within 48 hours of notification and will be compensated on a unit-bid basis for actual quantities placed. The contract is a 24-month requirement with no guaranteed minimum purchase volume.

A minimum of 80 percent of the bidder's workforce must consist of Hawaii residents under HRS Section 103B-3. A five percent bid adjustment is available to bidders party to apprenticeship agreements under HRS Section 103-55.6. Proposals of $25,000 or more require bid security equal to at least 5 percent of the amount bid. Upon contract execution, the awardee must furnish performance and payment bonds in amounts of $45,000 per designated work area (Areas 1 through 4). Insurance requirements include workers' compensation, general liability of $2 million per occurrence, auto liability of $1 million per occurrence, and builders risk for full replacement value. Tax clearance from the State of Hawaii Department of Taxation and the Internal Revenue Service, a Department of Labor and Industrial Relations Certificate of Compliance, and a DCCA Certificate of Good Standing are required upon award.

A virtual pre-bid conference is scheduled for August 25, 2026 at 10:00 a.m. HST; interested bidders must contact Project Manager Robert Sun at robert.sun@hawaii.gov no later than one working day prior. Requests for information and substitution requests are due August 28, 2026 at 2:00 p.m. HST through HIePRO. Award will be made to the lowest responsible and responsive bidder within 60 calendar days of bid opening.
