About this file

This is Addendum No. 2 to the pavement marking repairs solicitation issued by the State of Hawaii Department of Transportation Highways Division for work on the Island of Oahu under Project No. HWY-OM-2027-36. The addendum amends the original solicitation by revising three special provision sections and the proposal schedule. Specifically, it deletes and replaces Section 105 - Control of Work (originally dated 7/9/26), Section 629 - Pavement Markings (originally dated 8/5/26), and Section 755 - Pavement Marking Materials (originally dated 8/5/26), all effective as of the addendum date of September 21, 2026. The revised proposal schedule covers four distinct work areas on Oahu, each containing identical line items for various pavement marking services including thermoplastic striping (4-inch, 6-inch, 8-inch, and 12-inch widths in Types I, II, and III), crosswalk markings, pavement arrows and words, yield lines, pavement markers (Types C, D, F, and H), removal and disposal of existing markings, reflector markers, and electronic message boards. Each area includes fixed allowances of $10,000 for invasive species management and $50,000 for protection of endangered species. Bidders must acknowledge receipt of the addendum and indicate it on Page P-4 of the proposal. The addendum also provides responses to six requests for information submitted by prospective bidders regarding item descriptions, traffic control costs, lane closure limits, material specifications for profiled thermoplastic, submission procedures, and work zone traffic control subcontracting requirements.

Key modifications include clarification that the Engineer retains full authority over contract decisions, inspectors do not have authority to alter contract provisions, the State may engage consultants with no greater authority than inspectors, and contractors must provide six copies of submittals with clear indication of which contract items and specification subsections each submittal addresses. The revised Section 629 provides detailed specifications for temporary pavement markings including passing permitted and prohibited configurations, lane lines, crosswalks, and stop lines, with measurement provisions clarifying that temporary markings are not measured for payment unless separately specified in the proposal. Payment provisions specify unit prices per linear foot for thermoplastic and preformed pavement marking tape, per lane for crosswalk markings, and per each for pavement markers and arrows, with all costs constituting full compensation including labor, materials, tools, and equipment. Section 755 amendments address glass bead material standards limiting arsenic, antimony, and lead content to 200 ppm maximum and add minimum softening point requirements of 200 degrees Fahrenheit for profiled thermoplastic materials such as Vibraline by Ennis-Flint/PPG or equivalent products. The proposal schedules require bidders to complete all unit prices and amounts, with failure to do so grounds for bid rejection, and note that quantities are for bidding purposes only with no guarantee of actual work volume.

1. For item no. 629.2120, 629.2121, & 629.2122, removing and Disposing of Pavement
