About this opportunity

The Texas Health and Human Services Commission is soliciting bids for HVAC systems services and energy management at Austin State Hospital, with proposals due August 26, 2026.

The scope encompasses routine preventive maintenance, emergency repairs, system optimization, and energy management solutions across the hospital facility. Bidders must submit a minimum of three verifiable references for similar-scope contracts completed within the last five years, document company qualifications including years in business, current staffing levels, geographic operational limits, and industry certifications relevant to HVAC service. Bidders must identify at least two 24-hour emergency contacts and provide a maximum one-page narrative demonstrating experience specific to the scope. All staff servicing the account must hold applicable licenses.

Pricing submission requires completion of Exhibit C with labor rates for technician services (standard, overtime, emergency, and holiday); programmer/sequence modification services (standard, overtime, emergency, and holiday); and project manager/energy auditor services (standard, overtime, emergency, and holiday). Expected quantities for labor services range from 5 to 35 hours per category. Bidders must also price HVAC computer monitoring system repair services and document a markup percentage on estimated annual parts usage of $5,000, with a maximum allowable markup of 20 percent. All pricing must be submitted in US dollars.

Required submissions include Exhibit A (HHS Solicitation Affirmations), completed Exhibit C Pricing Sheet with all pricing schedule tabs, and documentation of material/parts markup percentage. Failure to submit required exhibits and pricing information will result in bid disqualification. Bidders may submit proposals in person at the Texas HHS Procurement and Contracting Services office (1100 W. 49th Street, Austin) during business hours (8 a.m. to 5 p.m.) or electronically through the optional HHS Online Bid Room. Electronic registration through the IAMOnline system requires advance completion to meet the August 26 deadline. The solicitation package includes site plans and facility layout documentation to inform bidders' service assessments.
