About this opportunity

Tualatin Valley Fire & Rescue is requesting quotes for up to three on-call Price Agreements for HVAC services across 34 fire stations and 3 corporate buildings, with quotes due November 2, 2026, and a pre-Quote conference on October 21 at 8:00 a.m. via Microsoft Teams.

The scope encompasses scheduled maintenance, emergency response, diagnostic services, repairs, component replacement, and minor system upgrades for rooftop units, Variable Refrigerant Flow systems, split-system units, heat pumps, furnaces, air handling units, boilers, chillers, and associated controls and building automation components. Contractors must provide emergency response within four hours of notification for occupied fire stations and other emergency facilities with 24/7 service availability. Preventive maintenance must follow manufacturer recommendations and industry standards, with written inspection reports required after each service visit.

Pricing is based on unit rates for labor (HVAC Service Technicians, Journeyman Technicians, Controls Technicians, and Apprentices), premium rates for overtime, weekend, holiday, and emergency call-out work, and markups for materials, equipment, and subcontractors. Task Orders will be distributed among awarded contractors on a rotating basis aimed at equalizing total dollar value of work assigned to each firm. Task Orders exceeding $100,000 require TVF&R Board approval.

The initial contract term is one year with options to extend annually for a total potential term of five years. The anticipated first Task Order date is November 18, 2026. Award is based on lowest price among qualified bidders that meet all technical specifications and serve TVF&R's best interests.

Contractors must maintain Oregon Construction Contractors Board licensing, EPA refrigerant certifications, and compliance with Oregon prevailing wage requirements for projects exceeding $50,000. Required insurance includes worker's compensation, employer's liability ($500,000 minimum), comprehensive automobile liability ($2 million combined single limit), and comprehensive general liability ($2 million combined single limit with TVF&R named as additional insured). Contractors must file a $30,000 Public Works Bond and provide labor warranties of one year minimum.
