About this opportunity
The Township of Wayne, New Jersey, is seeking bids for HVAC repairs and new work on an open-ended, time-and-material basis for all Township-owned systems, with bids due June 18, 2026, at 11:00 a.m. via the OpenGov Procurement portal.
Scope covers repair, replacement, and installation of HVAC components including condensers, compressors, motors, heat exchangers, heat pumps, boilers, cooling towers, piping, ducts, and associated equipment across multiple Township facilities: the Municipal Building, Department of Public Works Garage, Wayne Public Library, Wayne Community Center, Wayne Animal Shelter, various water facilities, and radio rooms throughout Wayne and Pompton Lakes. The Township anticipates zero to 250 service calls per contract year. Normal working hours are Monday through Friday, 7:00 a.m. to 4:30 p.m., with overtime and emergency response provisions available.
Bidders must submit hourly labor rates for three categories: normal working hours, overtime hours, and emergency call hours, plus a materials cost discount percentage ranging from zero to 99 percent. Award is to the lowest responsive and responsible bidder based on the Journeyman's lowest hourly labor rate for repairs; in case of a tie, the lowest material cost discount prevails. The Township estimates annual expenditures up to $120,000 per contract year.
The initial contract term is up to two years with two optional one-year renewal periods, commencing no later than 21 days after award. A two-year warranty on new work and one-year warranty on materials are mandatory. Contractors must comply with New Jersey prevailing wage requirements, public works contractor registration, business registration certificates, and EEO compliance. Insurance requirements include workers' compensation, commercial general liability with $1 million occurrence limits, business automobile liability, and umbrella/excess liability of $5 million. All work requires written estimates and approval prior to commencement and documented service tickets upon completion.
