About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids on HVAC parts, supplies, and tools under IFB HHS0017859, with responses due August 25, 2026 at 10:30 AM Central Time and a questions deadline of August 17, 2026. Both HHSC and the Department of State Health Services (DSHS) are authorized to use any resulting contract. The procurement is not set-aside or restricted by preference program.

The scope covers a blanket purchase order for emergency-repair and work-order support of HVAC systems serving Mexia State Supported Living Center within a 50-mile radius. The pricing sheet specifies 15 line items: refrigerant cylinders (R410A, R134A, R407A, R404A, R32, and R454B), electric motors, capacitors, temperature controls, thermostats, furnace blower motors, and copper connectors. All products must conform to stated specifications with no reworked, previously refused, or second-grade items accepted. Pricing must be firm and fixed for the contract life, inclusive of labor, equipment, materials, supplies, freight, and all related expenses; bidders offering alternative brands must submit supporting product literature for evaluation. Delivery is estimated at 14 days after order receipt, F.O.B. Destination with freight prepaid.

The initial contract term runs September 1, 2026 through August 31, 2027, with one optional one-year extension at HHSC's sole discretion. Historical spend for the same period in 2025–2026 was $50,000, provided as a guideline only and not guaranteeing volumes. Price adjustments may be permitted during the contract term using Consumer Price Index formulas; contractors must immediately implement any price decreases that become available. HHSC reserves the right to make single or multiple awards based on best-value considerations including bidder qualifications, ability to meet performance and delivery requirements, and price.

Bidders must submit completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room (registration required), or by hand delivery or overnight mail of a USB drive to the Procurement and Contracting Services office at 1100 W. 49th Street, Austin, Texas. Responses remain firm binding offers for 240 days.
