About this opportunity

Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids for as-needed HVAC maintenance, repair, and preventive-maintenance services at Austin State Hospital, with bids due July 23, 2026 at 10:30 a.m. and an optional on-site visit on July 6, 2026 at 10:00 a.m. A VetHUB subcontracting plan with a 32.9% utilization goal is mandatory; failure to submit a compliant plan results in disqualification.

The scope encompasses inspection and repair of interior and exterior HVAC systems, minor and major repairs, preventive maintenance, equipment removal and installation, and duct and vent inspection and repair across multiple buildings at the facility. The equipment inventory includes chillers, boilers, cooling towers, rooftop units, air handling units, condensing units, and fan coil units from manufacturers including Carrier, Trane, Lochinvar, York, Marley, and Daikin, with most units designated for four preventive maintenance visits per year.

Bidders must demonstrate three years of relevant experience; all assigned personnel require one year of relevant experience and Air Conditioning and Refrigeration certification from the Texas Department of Licensing and Regulation. Three verifiable references for similar contracts within the last three years are required. Contractor must carry workers' compensation, commercial general liability of $1 million per occurrence, commercial automobile liability of $1 million, professional liability of $1 million, and umbrella liability of $1 million.

The initial contract term runs September 1, 2026 through August 31, 2027, with two optional one-year renewal periods and an additional one-year extension option available at HHSC discretion. Services must be performed Monday through Friday 8:00 a.m. to 5:00 p.m. Central Time with a four-hour response requirement for service calls; outside-hours services require prior written approval and separate billing. Pricing must be firm, fixed-price rates for the contract life submitted on the provided pricing sheet; no minimum volume is guaranteed. Price adjustments may be permitted based on the Consumer Price Index using the Bureau of Labor Statistics formula. Questions are due July 7, 2026 at 10:30 a.m., with responses posted by July 9. The VetHUB courtesy-review deadline for subcontracting plans is July 10, 2026 at 10:30 a.m.
