About this opportunity
Sacramento County Facilities Division is soliciting bids under RFB 2026-RFB-0109 for as-needed HVAC and refrigeration parts, with questions due November 11, 2026 and bids due November 18, 2026. The solicitation is a cooperative purchase through the Lead Participating Agency, County of Sacramento, for the Sacramento County Procurement Alliance (SCoPA), and any selected bid may be used by other governmental, educational, and non-profit entities. A 5% local business preference and a 2% micro-business preference are available to qualifying Sacramento County or Sacramento Regional Market Area businesses meeting specified criteria, including location, licensing, inventory, tenure, and sales tax payment requirements.
The scope covers new, unused HVAC and refrigeration components across twelve product categories: HVAC equipment, compressors, refrigeration units, refrigerants, motors, belts and bearings, chemicals and lubricants, filters, thermostats and controls, piping and tubing, insulation, and welding products. Products must comply with manufacturer specifications and federal, state, and local regulations. Defective or rejected products may be returned at no cost to the County, with replacement or full refund at the contractor's expense. The contractor must maintain required licenses and permits and indemnify the County against claims arising from contractor negligence or willful acts.
Pricing is a percentage discount from manufacturer catalog pricing, submitted separately for each product category. The County may make multiple awards and will award to the lowest responsive and responsible bidder on an individual item, group of items, or entire item list basis at its discretion. Bid responses remain valid for ninety calendar days after closing. Payment terms are NET/30 with F.O.B. Destination, freight prepaid and added. The County may terminate without cause on thirty days' written notice or for cause immediately upon written notice of material nonperformance.
Responses are submitted electronically through the SacCountyEbids portal, with award anticipated November 20, 2026. San Francisco City is also listed as a jurisdiction on the opportunity.
Opportunity text
The Sacramento County Facilities Division is responsible for the operation and maintenance of County facilities and their respective heating, ventilation, air conditioning (HVAC), and refrigeration systems. These systems rely on a variety of components and replacement parts to maintain reliable operation, energy efficiency, and appropriate indoor environmental conditions across County facilities.
This Request for Bid (RFB) seeks competitive pricing from qualified Contractors for HVAC and refrigeration parts, to be purchased on an as-needed basis. Pricing for this solicitation shall be submitted in the form of a discount from catalog model, with separate percentage discounts for each specified product category.
Multiple awards may be made to allow the County to obtain the best available pricing, product availability, and delivery timelines to meet its operational needs.
This RFB is part of a cooperative purchasing agreement through the Lead Participating Agency, County of Sacramento, for SCoPA (Sacramento County Procurement Alliance), a collaboration that allows the County and other governmental, educational, and non-profit entities to benefit from collective purchasing power and allow for efficient contractual processes for the supplier community. As a result, any selected bid may be utilized by additional participating entities, providing expanded visibility and potential for additional opportunities.
