About this opportunity

The Illinois Department of Corrections is soliciting a one-year HVAC service contract for Pinckneyville Correctional Center under sole-source conditions with Johnson Controls, with proposals due August 5, 2026. This is a small purchase structured as a direct-award sole-source procurement.

The scope encompasses building automation maintenance and repair services for Johnson Controls MetaSys equipment, including monthly preventive maintenance on all HVAC system hardware and software components, headend and field panel servicing, field device inspections, database saves (2–4 times annually depending on equipment type), network analysis, and control-strategy consultation. The vendor must provide a minimum of 16 hours of on-site service per month, Monday through Friday between 7:30 a.m. and 2:30 p.m., with a single serviceman unless pre-approved by the Chief Engineer. All work is performed at Pinckneyville Correctional Center, and vendor personnel must pass security background checks and drug testing prior to commencing work. Subcontracting is prohibited.

Material costs are estimated at $25,000 for the contract term and are billed at cost without vendor markup. The contract is funded through the General Revenue Fund. Prevailing wage requirements apply; wages are determined by the Illinois Department of Labor for Marion County. The vendor must maintain General Commercial Liability insurance ($1 million per occurrence / $2 million aggregate), Auto Liability insurance ($1 million per occurrence), and Workers' Compensation insurance, naming the State as an additional insured. Travel time and expenses are non-reimbursable; all transportation costs must be included in pricing on an F.O.B. Destination basis.

The contract term begins within five days of award. The State will enter the maximum contract amount prior to execution. Illinois standard certifications, including tax compliance, equal employment opportunity, drug-free workplace, and cybersecurity compliance, apply. A $15 minority contractor initiative fee applies for contracts valued at $1,000 or more.
