About this opportunity
The Town of Dearing in Georgia is seeking competitive sealed proposals for a comprehensive debris removal and disaster recovery contract (RFP24-012) through a pre-event annual contract mechanism. The procurement is specifically designed to facilitate professional services for debris removal, collection, and disposal following a disaster, with the primary objective of enabling quick cleanup and recovery efforts. Qualified contractors will be expected to provide all necessary materials and services, including debris removal from public property and rights-of-way, hazardous tree and stump removal, debris segregation, processing, disposal, and assistance with permitting and monitoring requirements. The Request for Proposal (RFP) outlines an initial twelve-month contract term with four optional 12-month renewal periods, and contractors will be selected based on evaluation criteria that include past performance, qualifications, project approach, and pricing. Key submission details indicate that responses are due by December 6, 2024, at 2:00 PM, with the Town reserving the right to award the contract to the most responsive and responsible bidder.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documentation, the RFP does include several critical contractual provisions, such as performance and payment bond requirements. The contract will be subject to applicable federal, state, and local laws and regulations, with potential FEMA funding integration if federal resources are utilized. The Town does not guarantee a minimum contract value, emphasizing that the primary purpose is to establish a pre-positioned resource for rapid disaster response. Pricing structures include hourly rates for various personnel and equipment needed for emergency debris clearance and removal operations. The contract is designed to supplement the Town's internal resources during catastrophic events, recognizing that local governments might face staffing, equipment, and funding challenges in immediate post-disaster scenarios. Contractors will be engaged on an as-needed basis, with the scope and extent of their involvement determined by the specific needs and circumstances of each incident.
Opportunity text
The Town of Dearing (Town) is seeking competitive sealed proposals from qualified contractors to provide professional services on an on-call basis under an annual contract to facilitate and coordinate the removal, collection, and disposal of debris following a disaster. It is the intent to enter into a pre-event contract, which would result in no immediate cost to the Town. The contractor shall provide all materials and services necessary for the performance of this RFP. The Town does not guarantee a minimum value for this contract. This RFP will allow the Town to be able to quickly begin any cleanup that will assist in alleviating the effects of such an event. The quantity and type of debris generated, its location, and the size of the area over which it is dispersed directly impact the type of collection and disposal methods used to address the debris problem, associated costs incurred, and the speed with which the problem can be addressed. In a major catastrophic disaster, the Town may have difficulty locating staff, be understaffed, have problems locating equipment, and may have difficulty funding the debris removal in the short term as well as long term. Private contractors play a significant role in the debris removal, collection, reduction, and disposal process. Private contractors may be employed to supplement the efforts of the Town¿s and volunteer works crews. If it is determined that the available resources are insufficient to complete the debris removal process in a timely manner then the pre-selected private contractors may be utilized to perform all or parts of the clean-up. They will be advised and given explicit details as to the scope of their operations. The extent of their involvement will be dictated by the needs of the Town and are incident-specific.
