About this opportunity

McDuffie County, Georgia, is seeking competitive sealed proposals for a pre-event debris removal contract through Request for Proposal (RFP) 24-012, aimed at securing professional services for debris management following a disaster. The county requires a qualified contractor to provide comprehensive debris removal, collection, and disposal services on an on-call basis under an annual contract, with the primary objectives of facilitating quick disaster response and alleviating post-catastrophic event impacts. Key deliverables include removing debris from public properties and rights-of-way, extracting hazardous trees and stumps, segregating debris into specific categories, and processing and disposing of collected materials. The contract will have an initial 12-month term with four optional 12-month renewal periods, and proposals are due on December 6, 2024, at 2:00 PM. Evaluation criteria will encompass past performance, firm qualifications and experience, project approach, pricing, and technical quality, with contractors required to demonstrate compliance with federal, state, local regulations, and potential FEMA requirements.

The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The contract does not guarantee a minimum value, indicating flexibility in potential engagement scope. Contractors must be prepared to provide performance and payment bonds prior to contract award. While no incumbent vendors are mentioned, the county anticipates leveraging private contractors to supplement governmental and volunteer cleanup efforts during significant disaster scenarios. The solicitation emphasizes the contractor's role in addressing potential county resource limitations, such as staffing shortages, equipment constraints, and funding challenges during emergency response. Successful contractors will need to be adaptable, with the extent of their involvement determined by specific incident needs and county requirements. The procurement approach suggests a strategic preparedness measure, enabling McDuffie County to quickly mobilize debris removal resources in the event of a Hurricane Helene-related disaster.

Opportunity text

McDuffie County (County) is seeking competitive sealed proposals from qualified contractors to provide professional services on an on-call basis under an annual contract to facilitate and coordinate the removal, collection, and disposal of debris following a disaster. It is the intent to enter into a pre-event contract, which would result in no immediate cost to the County. The contractor shall provide all materials and services necessary for the performance of this RFP. The County does not guarantee a minimum value for this contract. This RFP will allow the County to be able to quickly begin any cleanup that will assist in alleviating the effects of such an event. The quantity and type of debris generated, its location, and the size of the area over which it is dispersed directly impact the type of collection and disposal methods used to address the debris problem, associated costs incurred, and the speed with which the problem can be addressed. In a major catastrophic disaster, the County may have difficulty locating staff, be understaffed, have problems locating equipment, and may have difficulty funding the debris removal in the short term as well as long term. Private contractors play a significant role in the debris removal, collection, reduction, and disposal process. Private contractors may be employed to supplement the efforts of the County¿s and volunteer works crews. If it is determined that the available resources are insufficient to complete the debris removal process in a timely manner then the pre-selected private contractors may be utilized to perform all or parts of the clean-up. They will be advised and given explicit details as to the scope of their operations. The extent of their involvement will be dictated by the needs of the County and are incident-specific.
