About this opportunity
The County of Greenville, South Carolina is seeking sealed proposals for a comprehensive Human Capital Management (HCM) software system through a formal Request for Proposals process. The procurement encompasses a full-suite HCM solution including core HR functions, payroll processing, benefits administration, recruiting and applicant tracking, onboarding and employee lifecycle management, health and safety modules, risk management, case management and employee relations, and advanced reporting and analytics capabilities. Vendors may propose either a Software as a Service (SaaS) cloud-based solution or a County-hosted on-premises system, with separate pricing required for each option if both are offered. The system must demonstrate compatibility and interface capability with the County's existing Tyler Technologies MUNIS platform and meet specified technical requirements including Windows-based operating system compatibility, VMware environment support, SQL Server 2012 or higher (or Oracle 11g or higher) database architecture, failover architecture between two server/data sites, 24/7 system support with dedicated account representation, and a five-year technology strategy plan. Key evaluation criteria include responsiveness and cost (weighted at 11.1%), vendor experience and references (11.1%), implementation schedule (11.1%), solution capability and ease of use (11.1%), training and support (11.1%), and interface ability (11.1%), with Phase 2 evaluations potentially including interviews or product demonstrations. The RFP was issued on February 6, 2026, with a question submission deadline of February 17, 2026, at 5:00 p.m. EST; sealed electronic proposals must be submitted by March 6, 2026, at 3:00 p.m., with award anticipated on March 27, 2026, followed by contract negotiations through April 10, 2026, and a Notice to Proceed issued on April 10, 2026.
The County requires vendors to submit a completed Substitute Form W-9 containing comprehensive taxpayer identification and business information, and mandates a minimum of three current references, preferably from South Carolina governmental entities, with vendors bearing all costs associated with interviews or product demonstrations. No pre-proposal meeting is scheduled, and no bonding is required. The contract structure establishes a term commencing upon Notice to Proceed with compensation not to exceed a to-be-determined amount, with payment due within thirty days of invoice submission and the County retaining options to extend the agreement for up to four annual one-year renewals upon thirty days' advance notice. Vendors must maintain comprehensive general liability insurance of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability coverage of $1,000,000 per occurrence, and statutory workers' compensation coverage with $1,000,000 limits for employers liability, with the County named as an additional insured. Pricing must be submitted on an all-inclusive basis and itemized by individual module, including initial license fees (commencing upon system go-live), additional user license costs with specifications on pricing methodology, annual maintenance fees for years 2-5, professional services pricing for implementation and training, and hourly customization rates by module. While specific budget ranges or award values are not disclosed in the procurement documentation, the minimum five-year engagement term and the comprehensive scope of services suggest a significant capital and operational expenditure for the County.
