About this file
This is an Exhibit A technical specifications document for a Human Capital Management (HCM) software system procurement by the County of Greenville, South Carolina. The County seeks a comprehensive HCM solution encompassing core HR functions, payroll, benefits administration, recruiting and applicant tracking, onboarding, employee lifecycle management, health and safety, risk management, case management, and reporting analytics. The system must interface with the County's existing Tyler Technologies MUNIS platform. Vendors may submit proposals for either a Software as a Service (SaaS) vendor-based system or County-hosted solution, with separate pricing required for each option if both are offered.
The technical specifications outline mandatory requirements including system compatibility with Windows-based operating systems, VMware environments, Windows 11 client installations, and SQL Server 2012 or higher or Oracle 11g or higher database architecture. The system must support failover architecture between two server/data sites with duplicated database and log files, function in both wired and wireless network environments, and provide 24/7 system support with a dedicated primary account representative. System updates and a five-year technology strategy plan must be included in pricing. Additional recommended features include read-only database access via third-party tools such as Crystal Reports and SQL Server Management Studio, centralized management with remote field updating capabilities, report exportability to Excel and PDF formats, UI response times averaging less than one second, password lockout protocols with administrator-definable requirements, and Active Directory integration for user and password management.
