About this opportunity

Peoria County is soliciting qualification statements and proposals through Request for Qualifications (RFQ) #30-03-25 for the HUD Lead Hazard Control and Healthy Homes Project FY26. The procurement seeks licensed lead abatement professionals to complete approximately 240 home improvement and lead mitigation projects by September 30, 2028, or until funds are exhausted. Contractors will be responsible for comprehensive services including window replacements, paint stabilization, floor and wall repairs, radon mitigation, and structural safety enhancements. Prospective vendors must possess current Illinois Department of Public Health certifications, EPA Lead-Safe Firm Licenses, and appropriate insurance coverage. Proposals must be submitted as one signed original and two copies to the Peoria County Purchasing Division, located at 324 Main Street, Room 501, Peoria, Illinois, 61602, by November 6, 2025, at 2:00 p.m. Submissions must be sealed with the RFQ name, number, due date, and time marked on the outside. Faxed proposals will not be accepted, and late submissions will be disqualified.

The project will be funded through a $6 million HUD Lead-Based Paint Hazard Control and Healthy Homes Supplemental grant, with contract awards determined by either lowest quote selection or a rotation system with negotiated costs. While no specific set-aside designations were mentioned, contractors must demonstrate strict compliance with federal, state, and local regulations governing lead hazard control and healthy homes initiatives. Contractors will be required to follow rigorous work practice guidelines, including proper containment, cleaning protocols, waste disposal, and clearance testing. The project emphasizes comprehensive home improvements that prioritize safety and health in residential settings. Successful contractors will need to integrate their work with existing local health and housing infrastructure while maintaining meticulous documentation and adherence to regulatory standards. The comprehensive nature of the project suggests a robust and detail-oriented approach to addressing lead hazards and improving residential living conditions in Peoria County.
