About this opportunity
The California High-Speed Rail Authority is requesting bids for overhead contact system (OCS) copper conductors to support the First Construction Segment of its high-speed rail project under IFB HSR26-28, with bids due November 13, 2026 at 12:00 p.m. PST. The Authority requires 25 percent small business participation overall, inclusive of 3 percent micro-business and 10 percent disadvantaged business enterprise participation goals.
The scope covers copper conductors compliant with technical specifications for the OCS delivering electrical power, control signals, and communications to trains on the 119-mile First Construction Section extending from Avenue 19 in Madera County to Poplar Avenue in Kern County. Delivery is structured through multiple Notices to Proceed covering the First Construction Section and potential northern and southern extensions. Unit pricing covers manufacturing costs for catenary (messenger) wire and contact wire plus separate delivery costs to the Wasco railhead in Kern County and the Fresno County railhead, with quantities estimated across three years.
Bidders must demonstrate past performance supplying at least 50 miles of conductors to high-speed, intercity, or commuter rail projects within the preceding 15 years. A bid bond equal to 10 percent of the total bid amount is required. The contract is funded through State of California appropriations and federal funds including Federal Railroad Administration grants and requires compliance with Buy America and Build America, Buy America Act provisions. Prevailing wage requirements apply as determined by the California Department of Industrial Relations. The initial contract term runs one to three years, with anticipated execution between December 2026 and January 2027.
The combined not-to-exceed value for all materials procurements under the broader construction program is estimated at $507.1 million, subject to funding availability. Bidder meetings are scheduled October 19–23, 2026; written questions are due October 23, 2026; and the Authority will respond October 30, 2026. Contact Trevor Newhouse at materialpurchase@hsr.ca.gov or (916) 324-1541.
