About this opportunity

The California High-Speed Rail Authority (HSRA) has issued an Invitation for Bids (IFB) for the procurement of Overhead Contact System (OCS) Poles, specifically targeting materials necessary for the First Construction Section of its high-speed rail track. The procurement covers commoditized OCS poles to be used in developing critical infrastructure across multiple Central California jurisdictions, including Fresno County, Kings County, Tulare City, and Madera Ranchos CDP. The draft IFB was initially presented on August 22, 2025, with final approval expected from the HSRA Board of Directors on August 28, 2025. Key procurement dates include the IFB release on September 11, 2025, with bids due by October 16, 2025, at 12:00 p.m., and a bid opening scheduled for 2:00 p.m. the same day. Potential bidders can direct questions to Trevor Newhouse at materialpurchase@hsr.ca.gov or via phone at (916) 324-1541, with the Notice of Proposed Award anticipated in Quarter 4, 2025.

While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears to be a standard competitive bidding process open to qualified vendors capable of supplying OCS poles and related materials. The contract will be executed through multiple Notices to Proceed (NTPs), suggesting potential phased implementation. Although exact budget ranges are not specified, the document hints at a cumulative value covering multiple materials contracts, including steel OCS poles, rail, concrete ties, ballast, OCS system components, and fiber optic materials. The procurement seems designed to support the ongoing expansion of California's high-speed rail infrastructure, with potential opportunities for suppliers specializing in transportation infrastructure materials. Vendors interested in responding should carefully review the attached government files, specifically the HSR25-25_Draft_IFB_for_OCS_Poles.pdf and the 2025-09-11_-HSR25-25_IFB_for_OSC_Poles-_final.pdf documents for complete technical specifications and submission requirements.
