About this opportunity

The California High-Speed Rail Authority has issued a Request for Qualifications (RFQ) numbered HSR15-129 seeking a single qualified firm to provide Right-of-Way (ROW) Engineering and Survey Support Services for the Central Valley's Merced to Fresno and Fresno to Bakersfield Project Sections. The procurement solicits comprehensive ROW support services, including preparation of appraisal maps, legal descriptions, surveys, staking, and exhibits to facilitate ROW acquisition. Qualified firms must demonstrate expertise in executing these technical tasks under the Authority's Director of Real Property's direction. Statements of Qualifications are due by April 26, 2016, at 3:00 PM Pacific Time, with potential discussions scheduled for the week of May 16-20, 2016, in Sacramento. The anticipated Notice to Proceed is expected by July 26, 2016, with a four-year contract term. While specific evaluation criteria are not explicitly detailed, the RFQ implies that firms will be assessed on their technical capabilities, experience in ROW engineering and survey support, and ability to meet project requirements.

The Authority has established specific small business participation goals, including a 30% Small Business Enterprise (SBE) utilization target, with sub-targets of 10% for Disadvantaged Business Enterprises (DBE) and 3% for Disabled Veteran Business Enterprises (DVBE). The contract will be financed through a combination of state and federal funding sources, including Federal Railroad Administration funds and American Recovery and Reinvestment Act of 2009 resources. Professional liability insurance is required for potential contractors. The total estimated contract value is not to exceed $5,000,000, with services to be delivered on a task order basis. Each task order will include detailed scope, schedule, and budget requirements. The contract's execution is contingent upon sufficient funding being available from the U.S. Government or California State Legislature. Interested firms must also navigate potential organizational conflicts of interest, with a requirement to submit formal requests to the Chief Counsel to verify their conflict status.
