About this opportunity
The Florida Department of Agriculture and Consumer Services is pursuing a single-source procurement for the Division of Aquaculture with HS GovTech USA Inc., specifically for a vendor-hosted cloud-based and mobile software solution to support regulatory and public health operations. The procurement encompasses software licenses, core modules including Onsite Wastewater, Tanning, Body Art, Complaints, and Plan Review, along with additional features such as a mobile app, citizen portal, online payments, GIS integration, and a data warehouse/business intelligence system. Key deliverables include comprehensive implementation services, data migration, hosting, maintenance, technical support, training, and ongoing service support across multiple regulatory domains. The procurement is structured as a statutorily mandated fifteen business day advertisement, with a final date for receiving information from prospective vendors set for January 16, 2026. The contract term extends from the execution date through June 30, 2029, with potential vendors required to demonstrate capabilities for ensuring operational continuity, risk mitigation, and regulatory compliance.
This procurement appears to be a non-restricted opportunity without specific set-aside designations for disadvantaged enterprises. The current technology infrastructure involves upgrading from a legacy system that will no longer be supported, with HS GovTech USA Inc. identified as the sole vendor capable of ensuring seamless transition and continued operational effectiveness. The estimated total contract value is up to $100,000, with an approximate contract amount of $67,686.54. The procurement specifically targets maintaining uninterrupted services for public health inspections, complaint management, and regulatory reporting while ensuring compliance with state and federal requirements for data security, accessibility, and records retention. Interested vendors must provide relevant information directly to Nita Jackson, Government Analyst II, via email at procurement@fdacs.gov or by telephone at (850) 617-7180, demonstrating their ability to meet the Division of Aquaculture's comprehensive technological and operational requirements.
