About this opportunity
The Maryland State Highway Administration (SHA), District 4 Hereford Shop, is soliciting bids for on-call milling and paving services with equipment and operators in the Hereford Shop area of central Baltimore County, with bids and questions due November 17, 2026 at 9:30 a.m. No set-asides for Minority Business Enterprises, Disadvantaged Business Enterprises, or Veteran-Owned Small Businesses have been established. No pre-bid conference or site visit is planned, and bidding runs through the eMMA electronic procurement system.
Bidders must furnish, with operators, one asphalt paver with 8- to 12-foot paving capacity (including screed and asphalt loot operators), one 3- to 5-ton roller with vibrator, one tac truck, one milling or grinding machine with belt-fed loader, and one sweeper truck or bobcat sweeper. Every machine operator must have a minimum of five years' experience on their respective equipment. Work occurs at various locations in western Baltimore County on an as-needed basis during normal business and overnight hours, with a minimum of four hours paid per job. SHA provides traffic control, hauling, and materials. The contractor supplies tac material, overtime, maintenance, repairs, fuels, oils, grease, insurance, and transportation within the hourly rates. Bidders must comply with Maryland registration requirements, carry commercial general liability insurance of $1,000,000 per occurrence and $3,000,000 annual aggregate, and maintain workers' compensation insurance of $1,000,000 per occurrence.
Award goes to the responsive and responsible vendor with the lowest total bid price, calculated solely from five hourly line items: paver (40 hours), roller (40 hours), tac truck (10 hours), milling or grinding machine (40 hours), and sweeper truck (40 hours). These quantities are estimates used only for bid evaluation and may not represent actual post-award quantities. The contract term runs through June 30, 2028. No federal funding is involved.
