About this opportunity
GBS, on behalf of Weber Human Services of Utah, is soliciting proposals for HRIS software, implementation, and support services, with proposals due at close of business November 12, 2026. The listing shows a November 13, 2026 due date, but the RFP document specifies November 12. The RFP names no set-aside, preference, cooperative vehicle, or local-vendor requirement.
Weber Human Services, a governmental agency formed through an interlocal agreement between Weber and Morgan Counties with approximately 400 employees, seeks a co-sourced partner to replace its Great Plains payroll system and provide consultative recommendations on platform use. The stated priorities are open, flexible integrations and agile support for administrators and employees. Target go-live is July 1, 2027, with open enrollment on the new system beginning in 2028.
The scope pricing workbook organizes HR services into in-scope, possibly in-scope, and out-of-scope categories. Possibly in-scope items include payroll processing, time and attendance, performance management, succession planning, and background checks. Benefits administration covers FSA, HSA, and COBRA. Other categories include talent management, leave of absence administration, and spending accounts. Pricing combines one-time implementation fees with per-employee-per-month charges, and the workbook anticipates a three-year term.
Required qualifications include SOC 1 Type II and SOC 2 Type II audits, HIPAA compliance for protected health information, and API capabilities for timesheet and employee data. Vendors must also address disaster recovery, mobile platform support, and performance-based service level agreements. Vendors must provide three comparable references, including one conversion completed within the last two years. Proposals must clarify fee structures, population-based price adjustment triggers, and willingness to place fees at risk for performance. The RFP calls for dedicated implementation and account teams with issue and test tracking, and it reserves the right to replace team members.
Submit questions and proposals to Katie Doherty at katie.doherty@gbsbenefits.com. No incumbent contractor or contract value is named.
Opportunity text
The purpose of this Request for Proposal (RFP) and subsequent presentations is to identify a vendor with whom WEBER HUMAN SERVICES will negotiate a contract(s) to supply HRIS support. Currently WEBER HUMAN SERVICES uses Great Plains for Payroll but feels like they'd prefer a co-sourced model that is less cumbersome and more agile with integrations. The objective is to find a partner that will be more consultative and offer recommendations on how to best utilize the capabilities of the platform to provide the best experience for their administrators and employees. Having open and flexible integrations with other systems is also important.
