About this file

This is a Request for Proposal (RFP) document issued by GBS on behalf of Weber Human Services, a governmental agency formed through an interlocal agreement between Weber and Morgan Counties in Utah with approximately 400 employees. Weber Human Services seeks a vendor to provide Human Resources Information System (HRIS) support and implementation services, replacing their current Great Plains payroll system with a co-sourced model offering greater flexibility, agility, and integration capabilities. The organization is targeting a go-live date of July 1, 2027, with open enrollment not commencing on the new system until 2028. Proposals must be submitted to Katie Doherty at katie.doherty@gbsbenefits.com by close of business on November 12, 2026, and should include complete pricing and organizational information.

The RFP requires vendors to address implementation methodology, project timeline, team composition and qualifications, testing and data conversion processes, ongoing account support structure, performance metrics and service level agreements, security certifications (SOC 1 Type II and SOC 2 Type II audits), disaster recovery and backup procedures, API capabilities for timesheet and employee data management, and mobile platform support. Vendors must provide references from at least three comparable clients, including one with a conversion completed within the last two years, and clarify their fee structures regarding implementation and ongoing service billing, price adjustment triggers based on population changes, and willingness to place fees at risk for performance. The RFP emphasizes the importance of dedicated implementation teams with issue and test incident tracking, dedicated account management with potential for team member replacement, and compliance with HIPAA requirements for protected health information security.

Introductions & Supporting Documents GBS and WEBER HUMAN SERVICES welcome you to the RFP process being administered by GBS.

Purpose

The purpose of this Request for Proposal (RFP) and subsequent presentations is to identify a vendor with whom WEBER HUMAN SERVICES will negotiate a contract(s) to supply HRIS support. Currently WEBER HUMAN SERVICES uses Great Plains for Payroll but feels like they’d prefer a co-sourced model that is less cumbersome and more agile with integrations.

The objective is to find a partner that will be more consultative and offer recommendations on how to best utilize the capabilities of the platform to provide the best experience for their administrators and employees. Having open and flexible integrations with other systems is also important.

Business Overview

WEBER HUMAN SERVICES is a governmental agency formed through an interlocal agreement between Weber and Morgan Counties, headquartered in Ogden, Utah and has around 400 employees. We are focusing on a go live date of July 1, 2027. OE will not happen on new system until 2028.
