Escambia County, Florida is seeking bids for a Hot-In-Place Asphalt Recycling project through Invitation to Bid #PD 24-25.132, which involves comprehensive pavement rehabilitation on multiple county-maintained roadways including W St, Chemstrand Road, E Kingsfield Road, and Innerarity Point Road. The procurement covers approximately 310,510 square yards of roadway rehabilitation, requiring a specialized process of heating, scarifying, applying asphalt rejuvenating agent, re-mixing, and reshaping existing asphalt surfaces, followed by a new Hot Mix Asphalt Concrete (HMAC) overlay. Bidders must provide a 5% bid surety and be prepared to furnish 100% Performance and Payment bonds upon award. Key procurement dates include an optional pre-bid meeting on August 13, 2025 at 11:00am, a question submission deadline of August 22, 2025, and a response deadline of September 8, 2025 at 3:00pm. The project requires substantial completion within 270 consecutive calendar days from the written Notice to Proceed, with an additional 30 days allocated for final completion.
Contractors must comply with Florida licensing requirements and E-Verify provisions, and possess comprehensive insurance coverage including Workers Compensation, General Liability ($1,000,000 per occurrence/$2,000,000 annual aggregate), and Business Auto Liability ($1,000,000). While no specific set-aside designations for disadvantaged enterprises are mentioned, the bid requires naming Escambia County as an additional insured. The contract includes 34 line items covering various work components, with key materials including 37,262 gallons of recycling agents and 25,618 tons of Type SP 12.5" PG 76-22 Asphalt. Liquidated damages of $2,667 per calendar day will be assessed for delays beyond the completion deadline. Contractors must also utilize the County's Procore project management software for document submission and progress reporting. Though a specific total contract value is not explicitly stated, the comprehensive scope and material quantities suggest a significant infrastructure investment for the county.
