About this opportunity

Pelican Bay Services, a division of Collier County, Florida, is seeking quotes for horticultural debris hauling and disposal services located at 6200 Watergate Way in Naples. The procurement is a quick quote (QQ) solicitation for loading, hauling, and disposing of horticultural debris, with a total annual removal amount not to exceed 2,500 cubic yards. Contractors must provide all necessary equipment and labor to load and haul debris to a legal off-site disposal location at their own expense, maintaining ongoing communication with the Senior Field Supervisor about work schedules. The solicitation timeline includes question submissions due by September 3, 2024, at 12:00 PM, with quote responses required by September 6, 2024, at 3:00 PM. The anticipated contract period is from October 1, 2024, to September 30, 2025, with pricing to remain firm throughout. The county will award the contract to the responsive vendor submitting the lowest quote, with evaluation focused on price per cubic yard and compliance with comprehensive insurance requirements. Vendors must demonstrate the ability to provide proof of proper disposal through examination of disposal tickets or inspection of their disposal site.

The procurement does not specify any specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must meet extensive insurance requirements, including Worker's Compensation, Employer's Liability (minimum $1,000,000), Commercial General Liability ($1,000,000 per occurrence with $2,000,000 aggregate), and Automobile Liability ($1,000,000). For projects exceeding $200,000, Performance and Payment Bonds must be submitted for 100% of the contract award amount. While no specific budget range is detailed, the annual volume limitation of 2,500 cubic yards suggests a moderate-scale contract. Vendors must ensure subcontractors meet the same insurance specifications and provide certificates of insurance with Collier County named as an "Additional Insured." The county reserves significant rights, including the ability to request disposal verification and inspect the contractor's disposal practices. Interested vendors must carefully review the attached documents, including the Purchase Order Terms and Conditions and Insurance Requirements, to fully understand the comprehensive compliance expectations.
