About this opportunity
Hillsborough County Public Schools (HCPS) is pursuing a single/sole source procurement for Horizon Software International's student nutrition services software system. The procurement specifically targets the annual maintenance and support of a software platform that has been in place for over 25 years, with unique proprietary hardware including custom-designed PIN Pad and Scanpad input devices. Horizon Software owns 100% of the source code and provides comprehensive services including software, hardware, training, and implementation. The procurement process follows Florida Administrative Code Rule 6A-1.012(12)(d) and requires potential alternative vendors to demonstrate equivalent capabilities through documentation submitted via www.myvendorlink.com. The single/sole source posting period is from Wednesday, July 16, 2025, 4:00 PM to Thursday, July 24, 2025, 4:00 PM, with a subsequent protest period from Friday, July 25, 2025, 4:00 PM to Tuesday, July 29, 2025, 4:00 PM.
There are no explicit set-aside designations or restrictions on responding organizations mentioned in the procurement documents. The opportunity is open to any firms that can demonstrate capabilities equivalent to Horizon Software International's existing system. The General Manager of Procurement Services retains sole discretion to determine whether alternative sources exist based on submitted responses. While no specific award value is detailed, the procurement appears to be for ongoing annual maintenance of an established software system. The unique nature of the software, with its embedded proprietary components and long-standing implementation, suggests that alternative vendors may face significant challenges in proving equivalent service capabilities. Interested parties have seven calendar days from the publication date to submit documentation challenging the sole source designation, with the ultimate decision resting with HCPS procurement leadership.
