About this opportunity
East Moline Correctional Center, a facility of the Illinois Department of Corrections, is requesting quotes for hood cleaning, repairs, and inspections under a Small Business Set-Aside with proposals due September 3, 2026.
The scope covers semi-annual cleaning and inspection services for eight dietary kitchen hoods at the facility. Work must comply with NFPA 96 standards and includes comprehensive cleaning to bare metal, full system inspections documenting grease buildup and structural deficiencies, visual checks of the Ansul suppression system, functional testing, and written reporting to the Chief Engineer and Business Administrator. An initial comprehensive cleaning and baseline inspection must be completed within ten days of contract execution, followed by semi-annual service visits beginning September 2026. All work is performed at East Moline Correctional Center, Monday through Friday, 7:00 a.m. to 3:00 p.m. CST. No subcontracting is permitted.
The contract term is three years, commencing upon execution and ending September 30, 2029. Line items 3, 10, and 12 require vendors to estimate materials at cost; vendors will enter $5,000.00 as a placeholder estimate, with the State entering the maximum amount for the three-year term prior to execution. Prevailing wage requirements may apply if contract value exceeds $2,000 annually for hood cleaning services.
Vendors must provide all labor, materials, equipment, and trained personnel; maintain commercial general liability insurance of $1,000,000 and workers' compensation coverage; and pass security background checks including urinalysis screening before on-site access. Bids must remain firm for 90 days from opening. The State will award to the responsive and responsible vendor with the lowest price and is not obligated to make an award.
