About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Department of Inland, Fisheries & Wildlife, is requesting quotations for purchase, installation, and transfer of a Honda 60 horsepower 4-stroke (BF60) outboard motor under RFQ 09A 201019-087, with quotations due November 2, 2020 at 4:00 p.m. Eastern Standard Time. The vendor must be located within a 2-hour drive of Enfield, Maine.

The scope includes purchase of a Honda BF60 outboard motor configured with tiller drive, power trim and tilt, and L-type transom height of 20 inches, plus propeller and spare propeller; installation on an 18-foot Smokercraft boat as a repower replacement; and transfer of a pre-existing 50-horsepower Honda outboard motor from the Smokercraft boat to an 18-foot Lund boat. Delivery and installation are requested by December 15, 2020.

Evaluation will be conducted on a best value basis, considering conformity with specifications, delivery dates, and the State's best interest, with contract award to the lowest price among qualifying bidders. The State reserves the right to reject any bid that does not conform to RFQ specifications or to award to the bidder whose specifications most closely meet requirements if no full conformance exists. The State will not award to the lowest bidder if documented poor performance or prior contract termination occurred within the last five years.

Quotations must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) system and include the bid cover page, debarment form, quote on company letterhead, product data sheets, and warranty information. All pricing must be quoted FOB destination, inclusive of shipping charges. Payment terms are net 30 upon receipt of accurate invoice. The State is exempt from federal, state, and local taxes on articles not for resale.
