About this opportunity

The Florida Department of Children and Families (DCF) is seeking to procure training activities, onsite consultation, quality assurance, and client data/documentation activities related to the HOMEBUILDERS evidence-based model. The HOMEBUILDERS model provides intensive, in-home counseling, skill building, and support services for families with children at imminent risk of out-of-home placement or who cannot be reunified without intensive in-home services. The term of the resulting agreement will be from March 1, 2022 through June 30, 2024. The DCF has identified the Institute for Family Development (IFD) as the sole source for these services, as IFD is the creator and authorized provider of the HOMEBUILDERS program, holding the trademark, training/fidelity materials, and quality assurance materials. HOMEBUILDERS is a well-supported evidence-based practice pre-approved on the federal Title IV-E Clearinghouse, and the DCF must select a vendor from that list to claim federal matching payments for the program. The total price for this single source contract is $502,267.50.

As this is a single source procurement, there are no set-aside designations or restrictions on the type of organization that can respond. The DCF has identified IFD as the sole source for these services, as they are the creator and authorized provider of the HOMEBUILDERS model, which is the only option approved for the state's Title IV-E prevention program. There are no incumbent vendors or current contractors, as this is a new procurement. The total budget for this contract is $502,267.50.
