About this file

This document is a Notice of Intended Decision to Enter into a Single Source Contract posted by the Florida Department of Children and Families (DCF). The DCF is seeking to procure training activities, onsite consultation, quality assurance activities, and client data and documentation activities for the HOMEBUILDERS evidence-based model, which provides intensive, in-home counseling, skill building, and support services for families with children at imminent risk of out-of-home placement or who cannot be reunified without intensive in-home services. The term of the resulting agreement will be from March 1, 2022 through June 30, 2024.

The DCF has identified the Institute for Family Development (IFD) as the sole source for this procurement, as IFD is the creator and authorized provider of the HOMEBUILDERS program and holds the trademark, training/fidelity materials, and quality assurance materials. HOMEBUILDERS is a well-supported evidence-based practice pre-approved on the federal Title IV-E Clearinghouse, and the DCF must select a vendor from that list to claim federal matching payments for the program. The total price for this single source contract is $502,267.50.

Justification for Single Source Purchase (what is necessary and unique about the commodity, contractual service, or source; steps taken to confirm unavailability of competition, as appropriate):

The Family First Prevention Services Act (FFPSA) was signed into law as part of the Bipartisan

Budget Act on February 9, 2018. This act reforms the federal child welfare financing streams, Title IV-E and Title IV-B of the Social Security Act, to provide services to families who are at risk of entering the child welfare system. States may use title IV-E funding to provide up to 12 months of mental health services, substance abuse treatment, and in-home parenting training to families at risk of entry of the child welfare system. The services must be trauma-informed and pre-approved on the federal Title IV-E Clearinghouse (clearinghouse) as promising, supported, well-supported evidence-based practices. Furthermore, the grant funds require that at least 50% of total grant expenditures must be for well-supported practices.

The state is electing to provide a Title IV-E prevention program and is working with committees and subcommittees for drafting the state's five-year prevention program plan pursuant to section

471(e )(5) of the FFPSA act. The drafted state's five-year prevention program plan has identifed

HOMEBUILDERS, which is rated as a well-supported evidence based service, to be use throughout Florida for strengthening families by preventing child maltreatment, unnecessary removal of children from their families, and homelessness among youth. The use of

HOMEBUILDERS will allow Florida to claim federal matching payment for expenditures on prevention services provided.

Institute for Family Development (IFD) is the creator of the training and authorized for delivery of HOMEBUILDERS to promote fidelity in the practice through well-conducted research, training, and continuing education of therapists, supervisors, and program managers. Institute for

Family Development issues the certification to document therapists, supervisors, and program managers have met the standard for competent delivery of the treatment. The IFD is the parent agency of the Homebuilders program. They have trademarked the program/name, training/fidelity, and QA materials and are copyrighted and owned by IFD. HOMEBUILDERS is the only entity listed on the pre-approved clearinghouse, and the Department must select a vendor from that list. No other individuals or organizations have the legal right to provide the site development activities or share or distribute HOMEBUILDERS materials.
