The Family First Prevention Services Act (FFPSA) was signed into law as part of the Bipartisan

Budget Act on February 9, 2018. This act reforms the federal child welfare financing streams, Title IV-E and Title IV-B of the Social Security Act, to provide services to families who are at risk of entering the child welfare system. States may use title IV-E funding to provide up to 12 months of mental health services, substance abuse treatment, and in-home parenting training to families at risk of entry of the child welfare system. The services must be trauma-informed and pre-approved on the federal Title IV-E Clearinghouse (clearinghouse) as promising, supported, well-supported evidence-based practices. HOMEBUILDERS, which is rated as a well-supported evidence based service, to be use throughout Florida for strengthening families by preventing child maltreatment, unnecessary removal of children from their families, and homelessness among youth. The use of

HOMEBUILDERS will allow Florida to claim federal matching payment for expenditures on prevention services provided.
