About this opportunity

The South Dakota Department of Health, Office of Child and Family Services, is seeking proposals for a Home Visiting Expansion program through RFP #25-0904004-002, targeting Bennett County and other at-risk communities statewide. The procurement seeks partner organizations to provide evidence-based, voluntary home visiting services using the Parents as Teachers (PAT) model for families with children from birth to kindergarten entry. Key deliverables include implementing a coordinated system of maternal health and early childhood services, collecting and reporting program data, and developing a continuous quality improvement plan. Proposing organizations must demonstrate capability to serve identified communities with qualified staff, including parent educators with at least a high school diploma or GED and two years of supervised work experience with children or parents. The RFP requires a comprehensive staffing plan, detailed service delivery approach, and budgetary documentation. Proposals are due by September 13, 2024, at 5:00 PM CT, with anticipated contract award and negotiation beginning November 1, 2024. Inquiries must be emailed to Lexi Pugsley at lexi.pugsley@state.sd.us with a specific subject line, and all questions and responses will be posted on the state's e-procurement system.

The procurement appears open to various organizations capable of meeting the PAT model requirements, with no explicit set-aside designations for disadvantaged enterprises mentioned in the documents. The initial contract term will be for one year, with potential for up to four additional years of funding contingent on meeting program objectives and data reporting requirements. The total funding ceiling for the first full year is $450,000, with proposers able to target one or more identified counties. While no incumbent vendors are specifically identified, the RFP indicates a preference for organizations that can provide in-kind support, which may help secure additional federal match funding in subsequent years. Proposing organizations must develop integrated referral systems, participate in required training, and demonstrate the ability to track and report comprehensive program data. The budget should include personnel costs, travel expenses, supplies, equipment, rent, and other operational expenses, with both a full 12-month and a prorated 7-month budget required for submission.
